My "Marketing Plan" Wasn't Detailed Enough

I've had more rejections than I care to count and I'm still not published. Most recently an editor of a small press wrote on her blog about a query she'd just received. She didn't use my name but I knew it was mine. She said she liked the query until she got to the section I wrote on marketing my book. I wrote that I was in the process of researching ways to market my book, recognizing that a strong online presence was critical. She used the metaphor of puzzle pieces, stating that we all need to have our our puzzle pieces fitted together before querying. Frustrating.
